Issue one comparable request for quotation

Give every supplier the same revision of finished dimensions, flat structure, quantity and delivery lots, paper requirements, colors, surface treatments, die-cutting and gluing method, packing method, and deadline. Mark unresolved items as requests for advice rather than leaving them implicit.

State whether dielines, color references, and approved samples already exist, and whether the quote should include design adjustment, proofs, plates, cutting tools, transport, and tax. Ask suppliers to separate included items, options, and one-time charges.

Check specifications and assumptions line by line

First compare paper type and specification, printed sides, number of colors, finishing area, structural complexity, inspection requirements, spoilage or quantity terms, and delivery location. Any substitute material or simplified operation should be identified separately.

Then ask what proof level is included, how many revisions are allowed, which approval starts the production lead time, and how version changes are charged. Quote validity, payment terms, split deliveries, and rush arrangements also affect the real procurement cost.

Make the final decision on total cost and risk

Put unit price, one-time charges, samples, freight, storage, filling efficiency, and possible rework in one comparison. The lowest unit price may not suit a volatile project if it depends on a large minimum order or fewer approval stages.

Before deciding, ask each supplier to confirm the final specification, exclusions, timing, and change process in writing, then question the material differences. If the quote bases still differ, complete the information or request revisions before ranking the totals.
